The Agreement on the Procedure for Labour Disputes in Essential Services was signed on the 16th of March 2004, and is fully compatible with the voluntary nature of the industrial relations system of Cyprus.

The Agreement, which was signed by the social partners and the Ministry of Labour and Social Insurance, is an extension to the procedures provided for by the Industrial Relations Code which is applied to the private and semi-government sectors.

For reasons of uniformity the Agreement, by decision of the Council of Ministers on 2 November 2005, was also extended to apply to essential services in the public sector.
