Dr Costas Hadjipanayiotou


Mr. Hadjipanayiotou was born on January 15th, 1961 in Nicosia. He graduated from the Pancyprian Gymnasium in 1978. He received a bachelor degree in Applied Geology from the University of Patras and postgraduate degrees in Industrial Waste Management from the Greek Productivity Centre (EL.KE.PA), in Environmental Impact Assessment from the University of Wales and in Management and Public Administration from the Mediterranean Institute of Management (MIM). He also holds a PhD from the University of Patras in Coastal Zone Management and Geochemistry and Environmental Pollution Control.

He is a member of the Cyprus Scientific and Technical Chamber (ETEK), the Cyprus Association of Geologists and Mine Engineers and the International Association of Impact Assessment (IAIA), while he was also the President of the Cyprus Association of Environmental Scientists and Engineers. Mr. Hadjipanayiotou has taught in several environmental education programs and he is also a key trainer at the ETEK Training Centre for environmental policy issues and other environment-related thematic modules.

In 1991, he joined the Department of the Environment of Cyprus (formerly the Environment Service), with duties associated with environmental impact assessment studies, waste management and pollution control. He was Head of various sectors of the Department of Environment and Chief Inspector, according to the Pollution Control for land and water and Waste Management Laws. He represented Cyprus in the European Union Network for the Implementation and Enforcement of Environmental Law (IMPEL)

From 2007 to 2009, he worked as an Environment Counsellor at the Permanent Representation of Cyprus to the European Union in Brussels, where he negotiated a number of Directives related to nature protection, waste management, industrial pollution as well as the climate change and energy legislation package in Councils of Environment Ministers and in European Councils. In March of 2011, he was appointed by the Public Service Commission to the position of the Director of the Department of Environment.

In July 1st 2023, he was appointed Permanent Secretary in the newly-established Directorate-General for the Environment of the Ministry of Agriculture, Rural Development and Environment, and now he is serving as a Permanent Secretary of the Ministry of Labour and Social Insurance of Cyprus.

He is married to Maria Hadjipanayiotou and has a daughter, Despina.
