Registration of Chemicals
All manufacturers and importers of chemicals in quantities of one tonne per year or more (in pure form, as constituents of mixtures or as parts of articles from which the chemicals are indented to be released), have to register according to the quantity and the type of the chemicals they manufacture or import respectively, to the European Chemicals Agency (ECHA).
The term «import» implies the physical introduction of a chemical, from a non-European country, into the customs territory of the European Community.
Registration obligations apply to all chemicals manufactured or imported in quantities of one tonne or more annually, besides specific exemptions. Registration also applies to non-hazardous chemicals. More information on exemptions is available in the

The registration of a chemical includes the preparation of a technical dossier with data about the dangerous effects of that chemical to the human health and the environment.
The dossier is submitted online to ECHA through the
REACH-IT software.
Before each registration an Inquiry has to be submitted to ECHA. Inquiry is prepared in
IUCLID format and is submitted for free via
REACH-IT. ECHA checks the Identity of the substance for which the Inquiry was submitted and brings the potential registrant in contact with the
Substance Information Exchange Forum (SIEF) of that substance.
Through the SIEF all the potential registrants of a chemical are able to exchange the data they hold and submit a joint registration dossier about that chemical, by sharing also the respective registration fee.

Pre-registration
Pre-registration is the first step of registration.
All manufacturers and importers of chemicals in quantities of one tonne per year or more (in pure form, as constituents of mixtures or as parts of articles from which the chemicals are indented to be released), have to declare (pre-register) the amount and the type of the chemicals they manufacture or import respectively, to the European Chemicals Agency (ECHA).
Pre-registration is no longer possible for substances manufactured or imported in quantities 1-100 tonnes per year.
Registration
Manufacturers and importers who will proceed with the pre-registration of the chemicals they trade, will be able to benefit from the extended registration deadline of 2018. The registration of a chemical includes the preparation of a technical dossier with data about the dangerous effects of that chemical to the human health and the environment.
The dossier is submitted online to ECHA. Through the Substance Information Exchange Forum (SIEF) of the substance within the REACH-IT software all the potential registrants of a chemical will be able to come in contact, exchange the data they hold and submit a joint registration dossier about that substance, by sharing also the respective registration fee.
The Registration deadlines were:
30 November 2010
(a) for substances of 1000 tonnes or more per year, or
(b) for substances over 1 tonne / year classified as carcinogenic, mutagenic or toxic to reproduction, categories 1 and 2, or
(c) for substances over 100 tonnes / year classified as very toxic to aquatic organisms that may cause long-term adverse effects in the aquatic environment:
31 May 2013: For substances between 100-1000 tonnes / year.
31 May 2018: For substances between 1-100 tonnes / year.
