Christos Malikkides has been appointed as Permanent Secretary of the Ministry of Labour, Welfare and Social Insurance since April, 2018.
Prior to his appointment as Permanent Secretary for the Ministry of Labour, Welfare and Social Insurance, Mr. Malikkides was Permanent Secretary of the Ministry of Defence, since November 2010.
Christos Malikkides is a holder of a degree in Chemical Engineering from the National Technical University of Athens (1980), a Master of Science degree in Chemical Engineering from Clarkson University, USA (1982), and a Master in Public Sector Management from Cyprus International Institute of Management.
He attended specialized courses on Industrial Pollution Control and Environmental Management at the University of Stuttgart (Germany) and at the Argonne National Laboratory (Chicago–USA). In June 2011 he has completed the Executive Education Program “Leaders in Development: Managing Change in a Dynamic World” at Harvard Kennedy School (USA).
From 1982-1986 he worked in the private sector and he has extensive industrial experience in the fields of process engineering and quality control.
He worked at the Ministry of Labour and Social Insurance for 20 years (1986-2006) and served at various posts, including that of the Head of Industrial Pollution Control and Air Quality Section at the Department of Labour Inspection.
In July 2006 he was appointed Director of Commerce and Industry at the Ministry of Energy, Commerce, Industry and Tourism, where, among other tasks, he headed the Competition and Consumer Protection Service.
Christos Malikkides in 2010 and 2011 represented Cyprus as Head of Delegation at the European Council Meetings of the Ministers of Competitiveness and of the Foreign Affairs Council in Ministers of Defence Format.
During the period 2010-2018, while serving as Permanent Secretary of the Ministry of Defence, he represented Cyprus at the Steering Board meetings of the European Defence Agency, in its synthesis of National Armament Directors, Capability Directors and Research and Technology Directors.
He represented Cyprus in various international meetings and conferences and he was actively involved in the Cyprus–EU accession negotiations in the field of industrial pollution control. From December 2005 until December 2007 he served as an elected member of the Implementation Committee of the United Nations Convention on Long Range Transboundary Air Pollution (UN-CLRTAP) and its eight Protocols. He has extensive experience in the implementation, functioning and administrative processing of UN Conventions.
He held positions at the Board of various professional associations and he served at the Board of Directors of various public organizations. From October 2007 until September 2010 he was the Vice-Chairman of the Cyprus Organization for the Promotion of Quality – Cyprus Accreditation Body. From March 2007 until November 2010 he was the Vice-Chairman of the Cyprus Organization for the Storage and Management of Oil Stocks.
In January 2009 he was appointed by the Council of Ministers as the Chairman of the Management Committee of Marinas, responsible for the Marinas Development Project in Cyprus. He served at the Committee until May 2013 and has extensive experience in Public Private Projects (PPP).
He has published in newspapers and in scientific journals a number of articles dealing with political history and with biotechnology and environmental technology.
