What are the provisions of the above Regulations regarding the appointment of coordinators for safety and health matters at both project preparations stage and execution stage?



According to the provisions of the above Regulations:

1. Coordinators for safety and health matters (coordinator for safety and health matters at the project preparations stage’ and ‘coordinator for safety and health matters at the project execution stage’) must be appointed in writing for the following projects:

    1.1. For any construction site on which more than one contractor either is predictable to be present or will be present, or
    1.2. When there is a need for a prior notice.

A prior notice is required in the case of constructions sites:

    — on which work is scheduled to last longer than 30 working days and on which more than 20 workers are occupied simultaneously, or on which the volume of work is scheduled to exceed 500 person-days, or
    — when demolition and / or dissolution and / or dismantling construction works will be carried out with a volume greater than 500 cubic meters or 200 square meters.

2. The required qualifications of a coordinator for safety and health matters at the project preparation stage are the following:

    (a) The required qualifications entitling to practice for the design of the project, according to the provisions of the Cyprus Scientific and Technical Chamber (ΕΤΕΚ) laws of 1990-2015.

    (b) Adequate knowledge on safety and health matters

    (c) Sufficient experience in the design and/or supervision and/or management of construction projects.

The sufficient experience and adequate knowledge may be determined by a relevant Order issued by the Minister of Labour, Welfare and Social Insurance.

3. The required qualifications of the coordinator for safety and health matters at the project execution stage based on the project category according to the provisions of the legislation of the Council for the Registration and Control of Building and Civil Engineering Contractors (please find below) are the following:

    (a) For the first, second and third classes construction projects, in accordance with the provisions of the law of the Council for the Registration and Control of Building and Civil Engineering Contractors (see attached table) are:

      (i) The required qualifications entitling to practice in branches of engineering relevant to the design and / or supervision and / or management and / or administration and / or execution of construction projects, in accordance with the provisions of the Cyprus Scientific and Technical Chamber laws of 1990-2015.

      (ii) Adequate knowledge for safety and health matters which will be determined by a relevant Order issued by the Minister of Labour, Welfare and Social Insurance.

Further to above, in case of first class construction projects, according to the provisions of the law of the Council for the Registration and Control of Building and Civil Engineering Contractors, the coordinator for safety and health matters at the project execution stage, must be designated as a fulltime employee for this job.

    (b) Coordinators for safety and health matters at the project execution stage for fourth class construction projects, according to the provisions of the law of the Council for the Registration and Control of Building and Civil Engineering Contractors are:

      (i) Post-secondary diploma or equivalent qualification in branches of engineering relevant to the design and / or supervision and / or management and / or administration and / or execution of construction projects.

      (ii) At least three years experience in construction sites.

      (iii) Adequate knowledge for safety and health matters which will be determined by a relevant Order issued by the Minister of Labour, Welfare and Social Insurance.

    (c) Coordinators for safety and health matters at the project execution stage for fifth class construction projects, according to the provisions of the law of the Council for the Registration and Control of Building and Civil Engineering Contractors are:

      (i) High school or technical school diploma.

      (ii) At least five years experience in construction sites.

      (ii) Adequate knowledge for safety and health matters which will be determined by a relevant Order issued by the Minister of Labour, Welfare and Social Insurance.
